Requirements for upgrading older buildings
In order to correct obvious fire safety deficiencies and to elevate all existing buildings in Norway to a reasonable minimum safety level, the fire and explosion prevention legislation provides a mandate to establish requirements for the upgrade of fire safety in buildings.
Through the Regulation of Fire Prevention, requirements have been set for upgrading older buildings to the safety level specified in the Building Regulations 1985 (BF85). BF85 can be followed in full or possibly in a combination of technical and organizational measures. The regulations also provide an opening for taking economic and practical considerations where the upgrade cannot be carried out within a practical and economically justifiable framework.

The provision in the regulation only applies to buildings constructed in accordance with older regulations than BF85. Newer buildings or measures following to newer building regulations (BF87, TEK97, TEK10, TEK17) will have the relevant building application case as their reference for the fire safety level.
