Regulations on fire prevention § 4 “Knowledge and information about fire safety in buildings” regulate the owner of a building’s duty to:
- Know the fire safety requirements that apply to the building
- Have knowledge of building parts, installations and equipment in the building that are intended to detect fire or limit the consequences of fire

This means that you, as the owner of a building, must have an overview of and access to the necessary documentation that was prepared before the construction of the building, during the construction of the building and that has later been prepared in connection with any extensions, conversions and changes in use.
Designed fire concept/fire strategy from when the building was constructed
- For buildings constructed more recently (after 2010), a fire concept/fire strategy has most likely been prepared by a fire design consultant. This concept has followed the construction process and set the framework for the fire requirements that apply to the building.
Fire concept/fire strategy for later extensions, conversions and changes of use
- If changes have been made in the form of extensions, changes of use, conversions, etc. that have triggered an application to the municipality, a fire concept/fire strategy will (should) have been prepared for these measures as well.
Fire concept prepared for older existing buildings
- If the building was built before 1985 and has undergone one or more extensions, changes of use, conversions, etc., the need to “gather the threads” will often be present.
- When preparing a fire concept for existing buildings, we will review the building records and all available documentation that the owner already has. The building is then inspected together with the owner and a new overall fire strategy/fire concept is prepared for the building.
- The “upgrade provision” in the Fire Prevention Regulations Section 8 will be considered for all or parts of the building constructed before 1985. Later changes to the building are related to the relevant building case. This document will now give the owner a complete overview of the fire safety requirements of the building.
In addition, the owner of the building must document:
- Inspection and maintenance of building components and safety devices
- Performance of systematic safety work The owner must document overall that the obligations described in §§ 4-9 of the Fire Prevention Regulations are documented.
The user (tenant) of the building must be able to document:
- Fire-safe use of the building
- That the user implements systematic safety work in their activities, including routines for evacuation and rescue in the event of a fire in the building
The user must document overall that the obligations described in §§ 11 and 12 of the Fire Prevention Regulations are documented.
